Brussels Forum “Democratizing China Policy”

While China has always been a topic for legislatures to address, recent years have seen an even greater role for parliaments and for Congress in shaping the course of China policy, from 5G to Hong Kong. Not only does China’s growing economic, political, and security impact demand greater democratic engagement, many of the measures that our societies will need to take to address the challenge require bipartisan agreement and legislation for the long term. Effective transatlantic cooperation on China will also require forging a consensus that can transcend administrations and changes of government, on issues from trade and technology to Xinjiang and Taiwan. Political shifts on China in Europe in particular have often outrun the governments of the day, opening up the possibility for a more ambitious joint transatlantic agenda than the official talks alone may be able to establish. This session will explore the wider landscape of democratic opinion on China in Europe and the United States and the prospects and priorities for strengthened cooperation.
