With its announcement to present a “White paper on an Instrument on Foreign Subsidies”, the European Commission provoked a new debate on possible options for an instrument on foreign subsidies to address the distortive effects of non-EU state subsidies in the internal market. The Greens/EFA group in the European Parliament therefore commissioned a new study to Professor Dr. Marc Bungenberg from the University of Saarland, in which he explores the legal options for an instrument of anti-subsidy investigations and countervailing duties based on section 15 of China’s WTO Accession Protocol. He looks into the circumstances under which this trade instrument can be applied and in which manner.
I invited Professor Dr. Marc Bungenberg and Pieter Van Vaerenbergh to present and discuss their study on Tuesday, 9 June, at our webinar.
Wolfgang Mueller (Head of Unit, Trade Defence – General policy and WTO relations, Relations with Industry, European Commission, DG Trade), Inmaculada Rodriguez-Pinero (MEP, S&D and Member of the INTA Committee) and Friedolin Strack (German Industrial Federation) commented the findings of the study from their perspectives. After comments by our three speakers, we opened the floor to questions from the audience.
